Well, its easy to become a terrorist, or a “freedom-fighter-terrorist”, who knows the difference these days anyway? Its like this 3 German BND guys, who allegedly wanted to blow up the building of European Mission, EULEX, in this funny new “State” called Kosovo and actually just got court in this usual Mafia-style Albanian society, probably got satisfied before with some willing girls as this is the common practice there. Granting the right of Self-determination every now and then has really the benefit that it flushes out the inner desire of long suppressed whatsoever energies. Would be good to find if the instructor was on Dyncorps payroll and then given that fact that OSCE is giving contracts often to such PMCs we can finally start rethinking the value of this superior, honourable international organisations.

I can't just hear the

I can't just hear the planning for this: " let's teach the Georgians how to make bombs. While we're at it we'll take some nice clear photographs so that someone can prove we did it on the net"

Photographs of groups of people in recognisable uniforms huddled over what might be bombs does not constitute evidence.

Having said that, absence of evidence.....

I believe the full quote you are looking for is...

"Absence of evidence is not evidence of absence." Donald Rumsfeld in response to questions about missing WMD.

Ironic choice of quotations, but your point is legitimate. There is no secret the US has conducted training in Georgia. But this is more likely EOD training, not IED training.

Of course it was not an original thought by Rumsfeld. The quote "Absence of evidence is not evidence of absence." has been made by several people prior to Rumsfeld using it, most notably Carl Sagan (many years ago) when speaking of extra terrestrial signals.

Under Scutiny;

How do we know Russian satellites didn't take a picture from space of an American instructor with big feet tying his shoes?

Most likely the photos were taken during training conducted under Georgia Security & Stability Operations (Georgia SSOP).
